When an asymmetric communication failure occurs, each node sends multicast regroup messages to all the other nodes in the cluster.

If a node receives the regroup messages in an unexpected order, the cluster may lose quorum. A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem that is described in this article. This hotfix might receive additional testing.
