Windows 10 8gb ram 7gb usable free.I have 8GB of installed RAM, yet only 7.47GB is usable.

How about performing the steps below? If you still haven’t you may give that a try and see if it makes any difference. At this point, if the computer still operates fine under such circumstances, then there is a high chance that the operating system has fine tuned the memory allocation. For the igpu, that 2Gb is an initial setting, a minimum. If you run a high ram need game, that 5. Not hard to have 8Gb of ram and only 2Gb usable when Windows blocks almost 6Gb for the igpu. And that’s if total pc ram usage isn’t close to 7Gb ish usage, at which point Windows will pagefile a portion of the HDD as virtual ram, and fps goes in the toilet.
Did I need that much? Every search I’ve done comes up with answers for over-clocking that I feel probably aren’t relevant for me since I’m not overclocking. If you open Task Manager, click on the performance tab, and in the bottom right, click ‘Resource Monitor’. What is the system model? If custom, then motherboard model? Do you have the most recent BIOS?
Maybe you need a bios update for the motherboard? What is the model of the processor? Is it possible that the CPU itself has a limit on how much memory it can use? I actually did not know that about home Basic. The system is running Windows Ultimate though. Clearing the CMOS might be worth a shot. I’m sure you have done it already, but in the slight chance you haven’t, try reseating both modules. If that doesn’t work I would check what speed RAM you have mhz, mhz etc and what your mobo supports.
Following that, do you have the DIMM slots populated as recommended by the manufacturer? The last time I encountered this, it came down to an issue with mixing different ranks of memory modules. Windows is the grief. I haven’t had an opportunity to try a Flash drive with linux on it yet, actually hadn’t thought of it until just now. It was hardware reserved, which I thought I had checked but I must not have because there is no way I would have missed that.

Memory usage. When I start an app is says less than what the system shows is available. Age of Empires IV, and the game ends up crashing. I removed a few programs and processes, and it seems to have helped. The video system of your laptop may just not be up to the task of playing Age of Empires IV very well.
